FOSS in the NAVY

Good day everyone!

I had a short talk with my friend who is a navy officer this morning. One of the things that we have discussed is about Open Source and its possible inclusion in their ICT reform agenda. Well, probably if he can justify it properly and convince higher ups to use FOSS in the Navy it will be a breakthrough. Other than security, which I believe is their top priority, cost will be the deciding factor in this matter.

It suddenly popped in his mind to conduct a case study about FOSS. And I told him he must get rid of having a head-to-head comparison between FOSS apps and M$ apps. One, although it might be true that as professionals we are level-headed individuals however we may have some preference as to the software we are going to install and use in our respective computers. So, I suggested that it would be better to categorize their needs like: Office Productivity, Multimedia Apps, Communication Apps, etc. and determine a common set of metrics for them to compare proprietary apps with FOSS. IMHO, with this framework a more reliable and straightforward result can be achieved and a good recommendation can be drawn.
